Stewards share explanation: Here is why Norris received a penalty!

For is maneouvre on Max Verstappen into Turn 12, Lando Norris got a five-second penalty for overtaking while leaving the track. The Briton as a result finished behind Max Verstappen in P4. The stewards explain why they decided that the Briton should penalised.

On Lap 52, after several laps of Norris being close to his Dutch rival, he tried to go around the outside in Turn 12. The move did materialise, however, the McLaren driver left the track as Verstappen forced him wide.

Following the review, the stewards decided that according to the FIA's rules, that was an illegal maneouvre. "Car 4 was overtaking Car 1 on the outside, but was not level with Car 1 at the apex. Therefore under the Driving Standards Guidelines, Car 4 had lost the "right" to the corner. Accordingly as Car 4 left the track and returned in front of Car 1," the report shared by the FIA writes.

However, Norris only received a five-second penalty instead of a ten-second one, because he had not other option as Verstappen was close to him. It was also determined that Norris will not receive a track limit warning for this action.
